I don’t think he’s making that claim. I interpreted him as meaning that because his income was obtained as a result of the prohibited use of a VPN that income would be subjected to forfeiture, in addition to any punitive fee for simply using a VPN.

Asking an OP for their source on a topic is preferable to finding a bad source and assuming that’s what a OP used (when they had a good one) and chastising them for it.
That’s not the take away I got from the movie. I felt that it was critical of when both do it. If they wanted it to have a misandrist message the inclusion of Ken’s emotional arc was very counter productive to that.
It’s hardly a dome, and it doesn’t even seem to be actually talus.
