Nobody casually says they’re "playing licensed [GAME]”, they just say they’re “paying [GAME]”, but they might say they’re playing a pirated copy. This meme is saying that, in Russia, people just say they’re playing a game, and the assumption is that it’s pirated, unless they specifically clarify that it’s a licensed copy. The expectation and use in conversation is reversed.

I know what the meme is. The comment is supposed to be a satirical state on the reality that many people think they’re still buying something when they pay Steam, PSN or what have you.

In areas in eastern europe and russia, piracy is very common. Its the main reason why if you ever look at steam price charts by country, countries like russia and ukraine consistently place near or at the bottom for converted pricing, while countries like australlia get the short end of the stick
