Biden can be blamed for a number of things, but there’s no way that he can be held responsible for something that happened when he didn’t hold any office. The PPP should have been designed with more safeguards to prevent fraud, and perhaps Pelosi and House Democrats could have done more, but any bill had to pass the (then Republican) Senate and be signed by Trump to become law.
Perhaps if you’d said “Both Trump and Pelosi” you’d have an argument. But the executive branch ran the program, and they allowed looting. It was supposed to pay businesses to keep people on the payroll, they should have stopped bogus companies from getting so much money.
