There’s RiffTrax. They’re pretty much the only way I can stand to re-watch the Star Wars prequels at this point.
Blu-ray remuxes (even a public site like rutracker keeps a lot of English commentary tracks in the fuller size releases), certain releasers like QxR, Sartre, HEVK who tend to include them. Someone called budgetbits on leetx also tends to include them alongside rifftrax. Important thing is to check the media info these include on the website to see if commentary tracks are present.

If it’s an official commentary you can usually find them via torrents if you download the disc rips. It’s usually not the most popular torrent for that movie as the file sizes tend to be much larger.
Sometimes the commentary tracks come with subtitles, so maybe there are some out there, that would be significantly smaller and easier to find for an existing rip.
