At first, I was going to make a community to discuss CBC shows. Then I wanted a community to share Canadian music artists.

I don’t want to make too many small communities, so how do you want this content organized?

Niching down is only required, or even desirable, once there’s a critical mass of users cross-talking in a general space. Canada -> Canadian Media -> Canadian TV -> CBC Television -> CBC News -> whatever can be created as the discussions become too much for the more general bucket.

One thing to consider is hashtags. Each Lemmy posts automatically gets a hashtag that’s identical to the community’s @ name (so, this post has #canada). It might be worth poking around the Fediverse to see if there are existing hashtags that might make sense, and to give the communities those names, just to extend visibility beyond Lemmy.
