You could probably rent a seedbox or more generic service like an aws ecs instance and then download from the seedbox or s3 via tor.
The containers will have a root login, but the ssh port won’t be open.

Store the image in memory, or in browser cache.
Or make it like 1hr and don’t let the user know the url of the uploaded image until they post it, that way it wouldn’t be able to be shared or reported.
